Midwest. Northern Illinois between Chicago and Dubuque, near an international airport but far enough away to have time to escape or prepare for assassins and to be able to set up bottle necks to be able to identify assassins.
Also I think it's bare bones security cuz 7-10 at not easy to hide at all. She likely only has 3-4 men with her and if they were smart they would also have women.
