The plan was/is to hoax a space invasion so that people would unite under a world government to 'fight' the invaders. That is why movies prime the idea so much. They've been testing sky 'hologram' technologies to fake it. Think of the city in the sky in China. There are lots of images you can find of tests. It's a silly idea, but so is a global government. They couldn't even succeed with the North American Union.
