Nothing bombshell about this at all. This person obviously has only the most feeble grasp of electronics. 450v 6.8 microfarad capacitor does not store a lot of energy. Sunlight also has a lot of blue and UV in it. Just don't stare directly into it and you'll be fine. The claim that this street light is some sort of EMP weapon is totally unsupported. All this guy is doing is insulting anyone who might be skeptical about his claims. Total waste of time.
