Google has lost many lawsuits for fraud and other crimes. They regularly claim a customer is doing something bad and just keep their money. It's usually $500 here, $1000 there. Perhaps that's what they're talking about. Google also is known to fraudulently misrepresent paid traffic numbers. You buy 1000 visitors from them, your server stats will show 900, their stats will show 1000.
