Why would such an investment be allowed if there wasn't some definite plan to use them?

Is it really for c o g?

Or something up and under their sleeve?

Biological nuclear a mass Interstellar extinction event?

Or could this just be another government spending boondoggle to juice the economy. I believe the digging and the supplying of the dumbs ended last year that's when Trucking and shipping prices collapsed or started to collapse and trucking companies have been going out of business since.

The industry looked at all these black projects and thought it was signaling a never-ending supply of Cartage boy were they mistaken. 1-month everything's going great next month not so great so perhaps that signaled end of the dumbs Construction or the dumbs financing?
