Seems suspicious that they would ever order HAM repeaters shut down.
Power shut down, "to prevent fires" during dry, windy conditions. So, basically from now on? PGE isn't doing any maintenance during the shutdown to improve anything like cutting trees near the power lines.

Maybe they are expecting an EMP or solar flare? Wouldn't shutting these systems down mitigate damage? Maybe performing tests sensitive to EM radiation?

I don't think it matters if things are plugged in or not for an EMP. It causes a surge in the device itself and fries anything not shielded.

It matters a little. Things not plugged in require more juice to fry them, but probably would not survive a Carrington Event. Long transmission lines are very, very vulnerable, though.
