For all practical purposes, that has been the case for at least the past decade or two, even without it becoming an official national law. Pretty much every single school district, private school, pre-school, and even summer camps we've sent my son to have required proof of vaccination. The school district even required a second round of "booster" MMR, after a severe adverse reaction to the first one, with 105F fever, resulting in severe ear infections where we believe he went deaf for over 18 months and is still basically non-verbal at age 7.
