There is no way this is true.
The Kursk had something like 22 survivors reported but they couldn't be reached due to the depths, and time-frame needed to rescue.
The Russians even raised a portion of the Kursk, and dry-docked it. - Photo here
A nuke would have completely crushed that thing like a beer can had one gone off at close range.
