The article title says 3,000 but but then claims 49,000

An average of 49,000 children go missing in Russia every year. About 10% of reported cases go through voluntary organisations such as “Search for Missing Children”.

You also need to take into consideration the population of each country or countires when comparing any and all stats. Russia has a pop. of ~143.9 million. The US pop. is ~329.08 million.

You're being misleading:

According to the FBI, in 2018 there were 424,066 NCIC entries for missing children. In 2017, the total number of missing children entries into NCIC was 464,324.
This number represents reports of missing children. That means if a child runs away multiple times in a year, each instance would be entered into NCIC separately and counted in the yearly total. Likewise, if an entry is withdrawn and amended or updated, that would also be reflected in the total.

When you're comparing two things use the same metrics. You're counting the amount of reports for the US but not for Russia. The amount of reported cases in Russia was/is 49,000, not 3,000.

These are two different police/investigative systems as well, so things like what constitutes a missing person could be different altering wether or not it is included in the total reports.
