I still think the entire Las Vegas shooting was a major distraction for a high key bank robbery using Paddock as the fall guy. Think of it, you really want to rob a large federal bank with tons of security and the police down the road who'll respond in seconds. All you'll have to do is create a large enough distraction to attract all of law enforcement to that one area and once they're distracted commence on the robbery.

It probably wasn't money as some federal banks do have the security to store sensitive documents or people too.
