That's one interpretation.

Another interpretation says that the oracle and the architect, sentient programs which were more forgiving than the humans, had created NEO as part of their plan to form a truce between humans and machines. Their plan was to level the playing field by giving power over the machines to one of the humans, so that a deal could be brokered, which is how the 3rd movie ends: Neo negotiates on behalf of the humans and brokers a deal whereby people can be released from the matrix.

This interpretation explains why he was the "one," and why the oracle guided his journey from the start, and why he was able to control robots even outside of the matrix. It also fits a lot better with the tone and direction of the animatrix, which teaches us that the Humans were the ones who started the war and shows us that the robots were actually relatively reasonable from the start and that they only turned into genocidal death-bots in self defense.
