Here is an article on it. The situation is questionable as fuck. The number of men (60,000) is roughly the same as the core group of known cartel members and it looks like he wants them answerable to him personally.

Third world shithole doing 3rd world things. Nothing will ever change in Mexico unless enough people start starving to death simultaneously. Even then if the US cannot defend the border it won't matter because they'll just come here. Maybe a volcano would help but I doubt it.
