A staged event is still a false flag, false flag just means you blame an event on someone else. Like Israel bombs the US and blames turkey.. even if it's staged it can still be a false flag. Or even as such is most likely is.. why would you stage something and not pass the blame to an unrelated party? Not that it's not possible but seems unlikely.

A false flag has real victims. There hasn’t been a true false flag in America or Europe that I can think of since (maybe) 9/11.

That’s true, a hoax is still a false flag because there is some kind of attack (real or faked) being blamed on someone for a political goal.
