Vaccines are considered a medical procedure and this sort of threat cannot be rolled out without legislation. You cannot force an American citizen to undergo a medical procedure against their will,it's unconstitutional.May I also add that a place of employment may require vaccines or to wear a mask during flu season at a hospital for example, but not in public spaces.
