I wonder if it was part of MKultra. We assumed that mk ultra was dependent on lsd, however i suspect that almost any narcotic would work if used properly. Note that there was rampant drug use all though the mk ultra time frame, and allegedly the CIA sold cocaine to fund revolution elsewhere.

If you look at urban criminals a lot of them exhibit signs of the various levels of monarch conditioning. Especially the beta and the delta conditioning. The rampant violence and the cat themed over sexualization are most concerning. Especially when you see the lack of empathy a lot of the violent ones exhibit. It would be easy to set up triggers in the city using graffiti or billboards.
