Is there anything stopping US ISPs from doing the exact same thing? I believe Comcast already blocks The Pirate Bay.

No, they don't. No US ISP that I know of blocks anything.
The ISPs in most shithole countries (like NZ) where they have no 1st Amendment (meaning literally everywhere else outside the US) block whatever they want. They won't get away with it here.
I've seen it personally, when navigating to The Pirate Bay on/off a VPN. But I guess you had a different experience.
