how is it the case that the state can disappear hundreds of people with no trace and there is indifference from the media and locals?

Is that actually the case? Did the state "disappear" hundreds of homeless people? Is assigning a greater police presence and making the area less hospitable to homelessness the same as "disappearing" people?
Very curious indeed. I wonder if it happened again more recently..
