Why are you lying?
They weren't denied the gold. They are free to come and take the gold.
They can't find an insurance company to insure the gold in transit - that's all.

A little bit of both really. The insurance thing is a huge part of it but you can't ignore the political stuff going on that makes it harder for them to find any insurance or transport at all.
Sure, but that has nothing to do with the bank itself.
The political stuff means no insurance company trusts then to not perform insurance fraud.
But even then - they are more than welcome to get the gold themselves without insurance.
They don't want to because it's not safe? Yes, in the bank it's safer than in the street. That's the point of Banks.
