It's an internal power struggle. Maduro was re-elected, yes. But the Venezuelan National Assembly has determined that the post was vacant due to rampant cheating during the election and that the head of the Assembly (Guaido) should be acting President until fair elections can be held. All of that is Constitutional in Venezuela. So right now we have someone who won the election but is not President because the legislative branch used their Constitutional powers to take it away from him and vest it in their leader.
