The plan was to kill Paddock and frame the FBI. Then the CIA would go up to the Four Seasons in 33 - 38 and kill the Saudi's while CIA and Saudi choppers attacked Route 91 Harvest Festival. The target was in the Tropicana and more Saudi targets were already gone too. So the escape zip lines were repurposed to instead hit the Tropicana and casinos while the Saudi and CIA choppers did their thing. Aaaah i see. 2 cops witnessed ziplines and zip line shooters. The gang of 7 cops at Tropicana did engage shooters on ground, on rooftops, and on ziplines and helicopters. Gios Rios describe a Saudi ground shooter hearding people in the Trop so the Saudi's could kill them with surpressed ARs.
