After years of reading this S, one can only assume the DC police are PART OF the Cabal. Uh Seth Rich and this guy and zillions others. DC Police are part of the scam foisted on us.
I think most organizations - or at least the ones that matter, when things matter - are part of the cabal. You'll have your regular guys and gals in the job but as soon as something big happens it goes up the chain and when it gets so far it gets squashed like a bug to protect the higher-ups. Police, government, large companies, you name it, the same thing happens. It's the way it has always been; those in power protect their power and those without power eventually realize the fact that they have none.
I think the depressing thing is that you only really get the power by being a snake, or showing to others that you are prepared to be one in order to protect those that matter. The higher you go the more double-crossers and players there are and the less room there is for ethical behaviour.

Not only getting into power but also retaining it. The Prince by Machiavelli has a lot to do with these concepts.
