Why just AT&T though? Why not any of the other large providers of cellular service? I am just as suspicious of Jade Helm as the next guy, but this seems to be a bit of a reach. Cellular networks always go up and down, it is the nature of the technology.
I don't believe the goal of Jade Helm is to block out cellular/wireless services. If you want to hit people where it hurts, take down Facebook, Snapchat, Instagram and Twitter. Then subsequently take down email services like; Gmail, Yahoo! Mail and Hotmail.

Several internet service providers also had down time on the 15th. Specifically XFinity, Time Warner Cable, Cox, as well as T-Mobile having outages. These were in several places across the country but particularly around southern California.

Nah, gotta leave enough of their lines of communication open that they don't completely freak out.
Just gotta make sure the only lines of communication available are heavily monitored and filtered.
