Everyone changes with time. I'd bet that in vaccine infancy their were doses too strong (infect patients) and vaccines that were so weak the patients did not become immune. After many trials and retrials and replication studies the perfect vaccine was created for the average individual.
Remember, this was all accomplished in laboratories of qualified scientists/researchers who all wanted to have their name in history books. Then the government became heavily involved and money becomes an issue. When money becomes an issue privatization occurs. The government is supposed to oversee important things like drugs/foods but when money is involved we know corruption can happen.
So here's something to consider. TPTB believe the population is becoming too aware and needs to dumb down and be more sheep like. Big Pharma controls the vaccines and tells TPTB they can increase learning disabilities in children. In turn the education budget will have a greater need to accommodate and can have a lower standard. TPTB tell this to the US Government and in turn they lower/falsify safety regulations. Money stays with the elites, government officials continue to get large donations from the elites and the population stays unknowingly quiet. Obviously this is a simplified, dumbdowned scenario but as everyday passes it seems less outlandish.
