I don't think he meant dust in the literal sense. Probably more along the lines of what intel managment engine and the like are. Basically a spec of dust that is a whole computer on your cpu. All we know it was disabled on high security NSA computers but, it's good enough for everyone else. Probably similar things in every cell phone, radio,car, and anything and everything that has a data steam.
He was referring to "smart dust"", these primitive surveillance specks that exist these days. What you're referring to exists in most devices but it's part of the CPU or wifi modem assembly.
