This is somthing you can test at home though, you can buy a vacume bell and have a tiny hot wheels cart with a tiny remote activated valve and a wee little co2 canister or some shit. See if that little vehicle get propelled by expanding gas or if the moon landing was just a meme.

The rapid expansion of gas (one body) from the combustion of fuel pushes against the bell of the thruster (second body), forcing the two bodies apart.
