I went to grade school through high school with someone that won 200+ million. Sadly He gave me none of it lol. He was a good person, my mom worked a cafeteria job with his mom for years. Doubt he was in any kind of position to be hand picked.
And a person down the street from me won 1million on a scratch off 20 or so years ago. Her son was in the air force doing some kind of intelligence work. So maybe that was a pay out... but, I find that unlikely.
Just because you are more likely to be struck by lightening two or three times doesn't mean it's rigged.
I'm on the fence. But like all things, the answer's probably somewhere in the middle. I'm sure most of it is legit; but one would be a fool to think that choice people aren't gifted golden tickets, from time to time. Money laundering, etc. Lotteries have always been, historically, riddled with trickery and deceit. That's why we now have so many laws and regulations surrounding them.
Hell, here in Ontario, Canada: it's all state run. There is no legal gambling outside of what is permitted by the OLG. But we all know that state-run corporations/projects are normally pillars of integrity who'd never allow any form of corruption to influence their operation.
