It looks like emails from Chelsea to Hilary. They're talking about how to get 2 babies & 2 mothers into the U.S. "Dad met them years ago". (maybe illegitimate children?). There's one part where she puts 'documents' in quotes that makes me think they're fake.
spoke to the customs officer ... so think we'll be okay as all the 'documents' exist if not in hard copy with us.
It seemed momentarily suspicious to me too but after thinking about it for a moment, I think the meaning is actually that she only had soft/digital copies with her.

She doesn't imply she has any soft copies...Just that the documents exist digitally somewhere when they're needed.
