According ti historical data, degenerates had political power, also degenerates were scientists. Because of degenerates politicians perversions that are unimaginable for normal people were completely legalized. Also because of degenerated scientists, science was progressing very slowly, because degenerates were trying to mix religion and science. Before beind assassinated, Julius Caesar said "we need somebody with a sane mind in a sane body to rule Rome".

My theory is that normal people were sick and tired, so they decided to split from degenerates. Somehow the degenerates outsmarted normal people and destroyed Rome. After Rome was destroyed, for centuries whole Europe lived in dark times, where only priests were literate. It is rational to assume that degenerates didn't care about progress and evolution and the only thing they cared were slavery and religion in order to control the whole population of illiterate and superstitious people.
