Bio weapon - or possible bio manufacturing experiment that escaped the lab. It makes fibers in living flesh. Fiber production is useful in manufacturing which is why I suspect it is a bio experiment gone bad - also not very practicable as a weapon except in it's apparent uncurability.
Also, it is unusual that the medical establishment downplays or denies it's existence when so much documentation exists. Almost as if some owners want to deny the reality of it. Bio experimentation of this nature is rather taboo in the West.
