I don't think Israel actually fears them, but Iran is in the same boat as Iraq. They were on the list of countries to be taken down after 9/11 and neo-cons have been pushing for an invasion ever since. They haven't fought them because Iran wasn't allied with the other nations during the 6 day war, then they had a CIA backed coup, then they had a extremist Islam uprising, then they got invaded by iraq and now they know it would be suicide to attack Israel directly.
If Israel wanted to use them as a controlled boogeyman, why would they want the US to invade them? Thst eould defeat the entire purpose. Using amorphous blobs like Isis and al queda make more sense. Considering they can be anywhere and potentially do anything, and can never truly be destroyed as Israel/ the CIA can reform them at any time.
