You're being too literal/anal. Because they SAY it's an EMP attack, doesn't mean it IS an EMP attack.
That's just the cover story. That it was the sun that did it, and it wasn't a planned attack. Circumstances just "miraculously" played into their hands, allowing them to shut down all civilian communication channels and take over while the lights were out.
