Hams are all on a list and have been for decades. Either they have a radio-wave blocking/flooding strategy ready to implement or Ham users will be the first citizens to be FEMA camped as political undesirables.
I doubt it. Not the intent -- the ability. Too many hams overlap with IIIpers and preppers. They might get a few, they'll screw a few more raids up -- and once they screw up those first few (or if people just notice the ones that are missing) then the whole gig is up for them, and they are in for some nasty surprises.

They can shut off public infrastructure and blame it on an EMP. No actual EMP required. As long as they blame Trump, enough people will believe it.
