It was a white paper psy-ops because the holes in the official story of Jack Kennedy's murder, namely the Warren Commission, were being poked at by more and more people and found to be ludicrous. Since the CIA and former Director Allen Dulles were the prime coordinators of the murder, their personal necks were on the line to prevent the truth from coming out. Their white paper was the concept and then they engaged all their Project Mockingbird presstitutes including Uncle Walter to push it. How do we know this. Because some clerk in the 90's at Langley fucked up big time and released it under FOIA. You can read it for yourself.
