Certainly.

Governments all continuously work to get a grip on the technology in their country. This was made evident in the vault 7 drops.

The only catch is, revealing the extent of a given government's technological reach is to compromise their hold on that technological sector.

It's theorized, more or less, that the public (privately) and private sector working against each other not only guides and encourages advancement (think Elon Musk), but also that many private companies closely work with governmental agencies to ensure such back doors exist should they need to be utilized by said agencies - like, you know... clowns.
