Authoritarian systems are often chaotic because arbitrary rules are imposed by the dictator. Chaos - Chaos definition, a state of utter confusion or disorder; a total lack of organization or order.
Anarchy - absence of government.
I would debate the second definition, but even so, they're clearly NOT synonymous.
