I'm not buying it. These "hey look how these people look remotely similar!" posts grind my gears to be honest. Saying two people look alike isn't evidence of much. Saying all of the sandy hook children look just like the children singing in that anti-gun choir (or w/e it was) is a little different in that it is multiple data points. Even still, there needs to be facial analysis for it to mean anything. Little kids often look real similar because of their facial features being undeveloped and covered by baby fat.
I think it more speaks to the idea that whatever agency is running these ops may be choosing a certain ideal morphology of older dudes who can still kinda pass as goofy-looking teens, if you don't look too hard.
If anyone remembers 90210 from back in the day, one of the heart throb dudes (not Jason Priestly, the other guy) constantly wore his hair down to hide his clearly adult hairline.
The "crazy shooter" bowl haircut is a perfect trope for this sort of concealment.
So, it's not so much that it's Hogg. Just that Hogg fits a certain useful physical type.
