As the article and video also suggest. That is simply what the claimed debt is. And you may be right, the title simply points out facts, the conclusions you come to are what is important. The point is, the amount that they claim is "unaccounted for", which likely just means wars and black budget projects they do not want to reveal, is the claimed debt, meaning that even their claimed unaccountable figure could zero out the claimed debt, I find that quite interesting and revealing, being the full figures or not.

FYI the $21 trillion wasn't "unaccounted for", it was unauthorized; IOW they weren't supposed to spend the money, but it's known what it was spent on.
There was a huge amount of money missing too, but it wasn't that much.
