Do you think the government would have really leaked all of this info about the exercises and what they were taking there if there was going to be some sort of war? They could have easily shipped that entire train without anyone seeing or knowing what gear was there.
Not if they didn't have to. Secrecy is expensive and alarming if found out. Way easier to move chess pieces in plain sight when your opponent isn't expecting an attack.
They literally do drive armored vehicles all over the US and hardly anyone cares. I saw them when I lived near Chicago, I see them in Wisconsin when I live half an hour from the nearest stoplight. It's so commonplace it sickens me.
They don't have to hide anything. Just keep stockpiling weapons and arms stateside, push some divisive media, stage some partisan violence, announce martial law, sit back and eat popcorn while watching the bloodiest civil war in history from your beach side crib in New Zealand.
