Lincoln authorized the US to be governed by the Lieber Code when he declared the US to be under Martial Law. He never rescinded Martial Law. He was assassinated before doing so.

Hence, we’re always at war with some random energy.

It’s also why we have no rights in practice. Law enforcement knows that we are potential combatants under Martial Law.
