Washington seems to be playing up the evilness of the Illuminati and contrasting them with the Freemasons, and assuring the reader that no Lodges in America have been tainted by them. However his actual support for the Illuminati is shown. The key paragraph is:
“It was not my intention to doubt that, the Doctrines of the Iluminati, and principles of Jacobinism had not spread in the United States. On the contrary, no one is more fully satisfied of this fact than I am."
The Freemasons are a public facing part of the real bad guys - a society going back thousands of years, all the way to pre-history.

I suspect that the Washington Monument was chosen to be an Egyptian obelisk to mock Washington.
