Sounds like a Voater. Hears something bad about a single individual (Isaac Solomon) and says it's endemic.

police charged Solomon with theft and receiving. The goods involved were 6 watches, 3½ yards of woollen cloth, 17 shawls, 12 pieces of Valentia cloth, lace, bobbinet, caps and other articles. Solomon was committed for trial and lodged in Newgate Prison. Solomon gained substantial notoriety with this arrest. Pamphlet publishers created three highly exaggerated accounts of his criminal activity, which sold very well.

It was (and likely still is) endemic. Spend 5 minutes off Reddit & you'll learn something: "Jewish-American organized crime arose among slum kids who in pre-puberty stole from pushcarts, who as adolescents extorted money from store owners, who as young adults practiced schlamming (wielding an iron pipe wrapped in newspaper against striking workers or against scabs) – until as adults they joined well-organized gangs involved in a wide variety of criminal enterprises boosted by prohibition" https://en.wikipedia.org/wiki/Jewish-American_organized_crime
