it is because free, strong and independently acting man are much harder to kill than already enslaved and controlled people that are stripped of pretty much everything.
but, for fear of revolt the empire must resort to 'soft kill' and 'slow kill' methods. technology, food, politics, msm, entertainment, healthcare and the legal system are in this category. however only an enslaved, already weakened and vulnerable poulation can be effectively exposed to these influences. free, independent man will have the means to create better alternatives for themselves or to evade and neutralize them entirely.
enslavement is merely a step to eradication. this is why the middle class is being destroyed. once its gone, they can implement socialism. and we know how stalin, mao, pol pot or the french revolutionaries for that matter killed as much people as they could.
