Not sure about how this relates to financial crises per se but the Twin Towers of the World Trade Center provided the defining evert which allowed foreign steel to flood this country. The decision to do that was the result of the WTC developer suspecting that the big American steel suppliers had colluded to fix their bid prices. As no single foreign manufacturer could supply enough steel for the whole project the scope of work was then divided up into a number of smaller packages to accommodate their limited capacity.
