$1000 will buy you professional crisis actors with security clearance from any of a dozen agencies around the US. Why risk some nobodies blowing an op, when you can have professionals with a track record, who are already bound by NDA's with their employer? I'm almost certain this is not legitimate.

But in the spirit of conspiracies, consider this one. Perhaps the ad was posted by someone trying to bait past hoaxers into doxing themselves, potentially providing leads into past faked events? That's how I'd do it.
