He stops himself to start again, continually, knowing that he's made a mistake and needs to say it again to be able to get a usable recording done for the camera. That is not how normal people, or indeed those involved, would act in situations like this; it is completely unnatural and he is hugely conflicted and unconvincing in his own delivery.
