Yes, but I think they call them D.U.M.B. really, you can't make this shit up. Deep Underground Military Bunker. There is extensive research on the subject if you're interested. I've heard them called bunkers and bases.
I read a book about twenty years ago called "Underground Bases and Tunnels". I believe the subtitle was something like "What is the Government trying to hide?". It had a lot about tunneling and boring machines and their use in basing schemes for MX missiles among other things. It was pretty interesting. If they have been tunneling away all these years since with even a small fraction of their missing trillions of dollars, there is probably all kinds of subterranian infrastructure by now. I have a feeling that the bureaucrats and politicians like it on the surface as much as the rest of us, but are willing to head for the well stocked bunkers if it is necessary for them to escape the consequences of their stupidity at some point. They will come out after the all clear sounds to tax any survivors. It seems like a more reasonable solution would be a compromise where they were all placed about six feet underground before they did anything stupid in the first place, but I doubt that would ever happen.

I guess if you were going to do something as stupid as starting a nuclear war, it might not hurt to be hanging out in a bunker first.
