MKUltra was a program officially concerned with developing a method for human mind control.
There are two camps of belief when it comes to the MK projects.
The first camp believes the official story is that MKU was indeed trying to perform mind control, probably to create brainwashed sleeper assassins who do not know that they are assassins, aka "manchurian candidates."
The second camp simply believe that all the CIA's talk of mind control is just an excuse for developing torture and interrogation methods, which they officially refer to as mistakes and failed experiments.
Take a look at the scope of the drugs they wanted to research, and decide for yourself if they were more interested in torture or mind control:

I intended no such supposition. The second camp believes mind control was not really their goal, and the first camp does. Both camps might agree that the CIA learned torture techniques from the MK programs.
I only meant to comment on the mind control angle. I mean, look at number 3 and 4 on the wikipedia list. I think fake diseases and longevity research are way more interesting than mind control, but I was trying to stay on OP's topic.
