The Top Secret protocol is nothing else but an easy way to fuck with citizens. A bunch of pieces of shit in government are able to do anything they want without any accountability, because they can label anything they don't want to be public as Top Secret. Obvious examples are the JFK assasination, or the 911, where all the compromising info was simply taken away from public.
