Here's the thing that's important to remember. The DoD contracting process is fucked, but the DoD is also full of people at all ranks who are aware of this, and hate it. If they talk to those folks who are involved with money and aren't GS-15s, there's no telling how many skeletons are going to be found.
And who will audit the auditors? Haha, endless self propagating government. I think the solution we're looking for is in the other direction. Any government, military or otherwise, printing and distributing your 'money' isn't going to save you. You guys root for politics like some others cheer on sportsball...
The solution is very simple: we expand sarbanes oxley to the civilian sector. Releasing an audits information to the public is enough to keep everyone in line.
That's the beauty of it. By expanding sarbanes oxley to the government, we bring in accounting firms to take a close look at the civilian contractors of the DOD. This puts the oversight back into the hands of the people, not the government, and makes it harder for them to shaft us.

This is why i have faith in the audit. Too many people inside the system hate the system, so someone out of principle is going to rat them out.
