Under this order, anyone abusing welfare is part of the problem needing a solution.
Initially you think of the big abusers. But what about the people who use food stamps while "separated" from their spouses to qualify?
It's thought that without proper documentation, their property could be seized if they're unable to pay the money back. Clearly in many cases they won't be able to pay it back. These people live out in the country where they trade labor to get by, and jobs are few and far between.
I didn't realize how bad this could get. My sister and I were talking about this today, as she is lucky enough to be out in the country and has many red neck neighbors and friends who if aren't/haven't abused these programs at some point, know someone who has. It's an interesting thought, if not worrisome.
She and I have remained on the fence whether or not Trump is really a puppet due to the Israel connections.

Agenda 21 is an open document that anyone can read, so strictly speaking new legislation isn't part of agenda 21, even if it did support it.
Whoever trump is playing for, I think he's in a different camp than the UN globalists. If he is a globalist, he's going at it from a corporatist angle. If he's a zionist, obviously he pulling for an israeli NWO. If he's a crypto-russian, he's pushing for an authoritarian republic. Or maybe he really is just the odd sort of patriot he seems to be, and fixing the US is the only thing left on the planet that could satisfy his ego.
Its all speculation, but out of all the people trump could be secretly rooting for, I genuinely think the UN is the lowest on that list. I just don't see motive.
